The aim of the Master Plan for Mobility (pdM) for the Metropolitan Region of Barcelona (RMB) is to plan the region's mobility taking into consideration all modes of transport, both passenger and goods, in accordance with the principles and objectives contained in articles 2 and 3 of the Mobility Act. The pdM implements, in the region, what has been determined by the national mobility directives (art. 7.1 of the Act) in line with the territorial planning directives in force for the Metropolitan Region of Barcelona.
Mobility patterns have been changing rapidly over the last few years. The new pdM 2013-2018 has analysed the scenarios forecast for 2018 and has introduced new criteria and objectives regarding the previous plan for 2007-2012 in order to adapt it to the emerging social, economic and environmental context, to the emergence of new communication technologies, to a local and global situation that is changing quickly and to a future scenario full of uncertainty. Nevertheless, other criteria and objectives have been maintained to preserve the goals that are still strategic in the medium and long term, provided these are in line with national and European planning tools in the area of mobility, energy, safety and the environment.
The basic objectives of the pdM are to improve quality of life, guarantee citizen access, achieve sustainable, safe mobility that helps to improve the economic competitiveness of the RMB and, by extension, of Catalonia, and collaborate with the principle of providing equal opportunities to all citizens.
For this reason the pdM is the instrument that must ensure the coordinated implementation of mobility management strategies and that such goals are reached. Consequently, seventy-five measures have been proposed, grouped into nine key areas of action:
